I think there are two issues that the parking industry must fundamentally solve:
1. On-street parking: comprehensively implement the temporary parking system and cooperate with continuous law enforcement.
1) Temporary parking system means that the parking time should not exceed several hours at a time.
We have learned so many things from abroad, but we have n’t learned at all: the time limit in Tokyo, 20 minutes, 40 minutes, and 60 minutes; the time limit in New York, 1 hour, and 2 hours. Free parking for 12 hours in the evening; the Hong Kong SAR is limited to 15 minutes, 30 minutes, 1 hour and 2 hours.
Why limit parking time? First, the main attribute of road berths is to serve traffic, and parking can be done 24 hours a day, so the function of the road is lost. Second, roads are public resources. If a person parks for a long time, this person's exclusive parking lot does not meet the principle of fairness. In order to give more drivers the opportunity to use road parking, a temporary parking system must be implemented.
Foreign cities have such a regulation on road berths. Road berths are only for temporary parking behaviors. Long-term (expected to exceed the prescribed time limit) parking can only be parked in professional parking spaces outside the road. Overtime parking is illegal parking. The illegal nature of parking is the same.
2) The system of limited time parking must cooperate with continuous law enforcement, otherwise the limited time parking will be meaningless. Many people may find it impossible to implement continuous law enforcement, but entrenched drunk driving law enforcement can do it, and overtime law enforcement can still do it. It mainly depends on whether the traffic police department is determined to do it. If you have to take a bloody lesson like drunk driving and bring a few lives to enforce the law, I have nothing to say, then let the traffic in the city go down. The only thing affected is the vitality of the city and the overall operation of the city cost.
3) "Temporary" is an important attribute of road berths, and the temporary parking system has not been implemented in any city in China. It can be said that domestic cities have been walking in the wrong way in terms of road parking management.
Regarding the management of road parking, the foreign experience we have learned is only superficial, but it is only one of the links. It will only manage the road berths by means of tolls, which not only violates the temporary nature of road berths, but also easily attracts public opposition.
It is precisely because the road berths only have a simple charging model, and many people will mention the responsibility of storage. Those who think that road berths have the responsibility for storage are subconsciously thinking of road berths as parking lots. This is very wrong. However, regarding this point, our authorities have not clearly communicated the correct information to the public: that is, the road berth is not a real parking lot, it is used for temporary parking, it is only a measure to maximize the use of road space One is that it is actually a road, so it is impossible to talk about the responsibility of custody. If you want to keep it, you can only go to the professional parking lot outside the road. Whether the parking lot outside the road has the responsibility for storage is another topic.
4) In short, road parking management should be emphasized by the government, because it is an important part of urban traffic management.
2. Off-street parking: open the price limit of all off-street parking lots, allowing operators to set prices independently according to market demand, which can effectively increase the supply of parking spaces.
Under the premise of strict enforcement of road parking, vehicles parked for a long time will definitely look for off-street parking, so the supply of off-street parking spaces is currently a huge problem.
How to quickly increase the supply of parking spaces? Tax reductions, land concessions, supporting businesses, independent pricing, and even cash subsidies, government departments have come up with many measures, but the effect is not obvious. why?
Because these measures are only for specially-built parking spaces, how many such parking spaces can account for the total number of parking spaces in the entire city? 1%? 3%? More than 5%.
Even if these parking buildings can be priced independently, who will stop? There are price-limited parking lots around. Will people be stupid to park at much higher-priced parking buildings? The investment cost cannot be recovered.
Some cities stipulate in the management measures that who invests and who benefits, but what is really implemented is only professional parking buildings. Aren't those commercial supporting parking lots also invested by enterprises? Why can't you enjoy this policy? (50% of the provincial and municipal offices and commercial parking lots in China are subject to government guidance and even pricing, although as early as 2000 The State Planning Commission has clearly stipulated that parking spaces such as office buildings should be subject to market-adjusted prices.) Is this not a contradictory phenomenon?
In a city, the allocated parking spaces can account for 80%, and the proportion of emerging cities will be higher. Only by releasing the price of these allocated parking spaces can the parking industry be truly activated and attract more private capital to build parking lots. Parking spaces are available.
I think that off-street parking is a typical commercial service industry, and off-street parking should emphasize market economy. The parking lot is a micro-economy scattered in every corner of the city. The government set up companies to invest in construction and management. I dare say that no amount of effort can be managed. In fact, the people ’s ingenuity is completely trustworthy. Private parking operators have a much better understanding of parking management than our government departments. If the price restrictions are lifted, they will find ways to find land for parking It will use a more scientific way to obtain better parking space use effect. Things like parking at the wrong time do not need to worry about government departments. The use of parking spaces is maximized and the income of parking spaces is maximized. There will be no use of parking lots for other purposes.
Another point is that the parking spaces built by developers are priced independently when they are sold, but they are priced when rented. The same parking space has two attributes when it is rented and sold. Do so.
Everyone is profit-seeking. Profit-seeking is not a bad thing. A reasonable policy should be to guide enterprises to create more parking spaces for the society through legal business activities.
3. Any city that implements road parking management in Japan, the United States, Europe, Singapore and other countries has the above two points. If we ca n’t do these two basic points, there are more parking management measures that everyone learns from abroad The measures are also in vain, and the parking industry is still a mess.
Road parking does not implement a temporary system, only recognizes tolls, will be accused by the public, and actually does not meet the attributes of road parking. With insensitivity to prices, vehicles will continue to flood the road, seriously affecting road traffic.
If off-street parking is not fully freed up, no one is willing to build a new parking lot. Not only can the supply of parking spaces not increase, the original parking lot will continue to be used for other purposes, and internal parking will not accept outside vehicles reluctantly.
This is the root cause of chaos in the parking industry.
